The Punjab State Electricity Regulatory Commission (PSERC) on May 13, 2026, issued a Draft Punjab State Electricity Regulatory Commission (Terms and Conditions for intra-State Open Access) (13th Amendment) Regulations, 2026 to amend the Punjab State Electricity Regulatory Commission (Terms & Conditions for Intra State Open Access) Regulations, 2011.
The following has been stated:-
•The amendment to Regulation 28(6) expands the scope of Green Energy Open Access consumers to include captive users receiving renewable energy from captive generating plants connected to intra-state transmission or distribution systems.
•The revised provision allows banked energy to be carried forward on a month-to-month basis until the end of the settlement period.
•The settlement period will run from June 01 of a calendar year to May 31 of the following year.
•Any unutilized banked energy remaining after the settlement period will lapse without compensation, while surplus power will be governed under the Electricity (Promoting Renewable Energy to Green Energy Open Access) Amendment Rules, 2023.
